Landscaping in Folsom: the whole picture

What a landscape project in Folsom involves, in the order it happens: the climate and ground you are working with, what each scope costs here, which parts need permits, and where the money goes.

Landscaping in Folsom is a specific problem, not a general one. The city sits in the Sierra Nevada foothills at the eastern edge of Sacramento County, around 220 feet above sea level, wrapped around Lake Natoma with Folsom Lake above the dam. It gets roughly 26 inches of rain in a normal year and effectively all of it arrives between October and April. July and August daily highs average 94 degrees. The practical test is simple and worth doing before any plan is drawn: dig a hole a foot deep, fill it with water, let it drain, fill it again, and time the second drain. Water that disappears in under an hour means fast-draining ground, probably with rock in it, and a planting plan that will need more frequent, smaller irrigation. Water still sitting after six hours means a drainage problem to solve before planting, not after.

Two things move a project through those ranges faster than anything else. The first is slope, because a yard that steps down needs walls before it needs a design. The second is access: a lot where a skid steer can reach the back through a side gate is materially cheaper to build than one where every yard of base rock goes in by wheelbarrow.

The order the work runs in

Almost every avoidable cost overrun in landscaping comes from doing these out of order.

  4. Hardscape. Walls first, then patios and walkways. This is the phase with the machines on site.
  5. Irrigation. Mainline, valves, drip laterals, controller. Goes in after the hardscape is set and before the soil is finished.
  6. Soil preparation and fine grade. Decompaction and amendment, then the finish contour.
  7. Planting and mulch. Trees first, then shrubs, then ground layer, then three inches of mulch.
  8. Lighting and handover. Fixtures aimed after dark, controller programmed to the current watering schedule, and the establishment watering plan written down.

Watering rules shape the design

Folsom assigns landscape irrigation days by street address, and which days depends on the water conservation stage the city is in. Under the Stage 2 rules the city has published, odd-numbered addresses irrigate Tuesday and Saturday, even-numbered addresses irrigate Wednesday and Sunday, and no landscape irrigation is permitted Monday, Thursday, or Friday. Permits and the rules that apply

  • Retaining walls. Generally exempt from permit up to four feet from the bottom of the footing, unless the wall supports a surcharge. Above that, engineering and a permit.
  • Patio covers and structures. Anything attached to the house normally needs a permit; freestanding structures need one past the code size threshold. Gas and electrical runs are separate permitted trade work.
  • Water efficiency. California's Model Water Efficient Landscape Ordinance applies to new landscapes of 500 square feet or more and rehabilitated landscapes over 2,500 square feet, where the project requires a permit, plan check, or design review.
  • Street trees. Trees in the planting strip between sidewalk and street usually sit in the public right of way, which means the city has a say in removal and often in pruning.
  • HOA review. Not a city matter, but often the longest item on the calendar. Front yard changes visible from the street commonly need architectural committee approval.

How to read the quote

A landscape quote is comparable to another one only if both name the buried work. Look for base rock depth under paving, decompaction and amendment for planting areas, where surface water is being sent and in what pipe, the retaining wall height and drainage assembly, the irrigation zone count and emitter type, and plant sizes in container terms. A plan showing 15 gallon trees and a plan showing 5 gallon trees describe very different prices and very different yards on handover day.

Two more things belong in writing: who pulls any permit the design needs, and what happens if the ground turns up something unexpected. Rock at eighteen inches, an unmarked irrigation line, or an old concrete footing under the lawn are normal discoveries in this city, and the right response is a written change order before work continues rather than a line item on the final invoice.
